 Abstract 

The article analyses the powers of regional heraldic services. A review of the regional experience of heraldic services allows us to formulate the following: first, the Heraldic Commission under the Head of the subject of the Russian Federation is an Advisory and Advisory body. It was formed "to ensure conditions of carrying out of unified state policy in the field of heraldry in the territory of the Russian Federation as an integral part of a single heraldic space of Russia»; differentiation of competencies is done in accordance with the "standard project text of the" Regulations on the Heraldic Commission at the Head of the RF subject. Second, the development of regional heraldry was adopted in the majority of subjects of the Russian Federation legislative acts on heraldic authority, there are fundamental differences in the determination of his status. Analysis of regional "heraldic" legislation allows us to establish a system of powers that clearly go beyond the Federal limits. Thus, the regions, in addition to the preparatory, coordinating, registering authorities, have fixed as powers: security, mediation, Advisory powers, etc.
